There's many reasons why this can happen, and usually it's a problem with your computer. In fact, go to your Steam Settings, click the In-Game tab, and turn on the FPS Counter. So why are you getting slowdown? Because the game isn't running at 60fps for you. When you set it to 60fps, the game has to run through twice as fast.
That's why you have to toggle between 30 and 60 rather than it just doing it automatically. This game is "frame dependent" as all games are by default.
